
Project-based learning (PBL), problem-based learning (PrBL), and inquiry-based learning (IBL) are often grouped together because they shift classrooms away from passive instruction toward active, student-centered experiences. However, they are not interchangeable. Understanding their distinctions allows educators to more intentionally differentiate instruction, assess learning formatively, and elevate student voice. The incorporation of these strategies can fundamentally shift your classroom culture. The changing roles for both students and educators form the largest differences between the strategies.
Let’s start with the distinction between each strategy
Project-Based Learning (PBL)
PBL is centered on the creation of a final artifact or performance. Students engage in longer tasks that culminate in a creation that is shared with the collective problem-solvers. The driving question guides the work, but the emphasis is on application and production.
- Example: Designing a sustainable city model
- Teacher role: Project manager and facilitator
- Outcome: Public product or presentation
Problem-Based Learning (PrBL)
PrBL begins with a real-world problem that does not have a single correct answer. The focus is on the process of problem-solving, including research, collaboration, and reasoning.
- Example: How can a community reduce food insecurity?
- Teacher role: Coach guiding problem-solving strategies
- Outcome: Proposed solutions with justification
Inquiry-Based Learning (IBL)
IBL is rooted in questioning. Students generate and investigate their own questions, emphasizing curiosity and exploration over a fixed end product or solution.
- Example: What factors affect plant growth? (student-generated sub-questions)
- Teacher role: Facilitator of questioning and investigation
- Outcome: Deeper understanding and new questions

What About Differentiation?
Each approach naturally supports differentiation, but in specific ways:
- PBL allows differentiation through product choice. Students can demonstrate understanding through a design of their choice based on strengths and interests.
- PrBL differentiates through process and role assignment. Students contribute in varied ways—researcher, analyst, presenter—based on readiness and skill. This often leads to student “experts.”
- IBL differentiates through question complexity. Younger or developing learners can explore foundational questions, while advanced students pursue deeper, more abstract lines of inquiry. Aplcation beyon the factual. This opens opportunities for play-based and creative problem solving.
Across all age groups, these approaches support:
- Flexible pacing
- Varied entry points
- Personalized learning pathways
The Role of Assessment
All three models embed continuous formative assessment rather than relying solely on summative outcomes:
- PBL: Checkpoints such as drafts, peer critiques, and progress reflections
- PrBL: Ongoing evaluation of reasoning, collaboration, and research quality
- IBL: Observation of questioning skills, thinking processes, and conceptual growth
Teachers can use simple formative assessment to make student thinking visible allowing real-time instructional adjustment and post lesson reflection. These are not long and drawn out, and they should not be graded. Rather, they are designed to measure student understanding at the moment.
The Role of Student Voice
Student voice is central—but again, expressed differently:
- PBL: Voice through choice of product and presentation style
- PrBL: Voice through proposed solutions and group decision-making
- IBL: Voice through question generation and direction of learning
When implemented well, all three approaches:
- Increase engagement
- Build ownership
- Encourage autonomy and student growth towards meeting identified learning standards.

Do NOT look at this as a redesign for your entire curriculum. Big swings are not necessary. I encourage clients to shrink grain size to begin. Small shifts can lead to meaningful change:
1. Start with Inquiry
- Replace one lecture with a question-based exploration
- Ask students to generate questions before introducing content
- Use “I wonder…” prompts at any grade level
2. Introduce Mini-Problems
- Add short, real-world scenarios to existing lessons
- Let students work in teams to propose solutions
- Focus on reasoning rather than correctness
3. Pilot a Micro-Project
- Design a 2–3 day project instead of a full unit
- Include a simple artifact (ex demonstration or model)
- Build in one peer feedback session
4. Build in Formative Checkpoints
- Use quick reflections or conferences during activities. Remember- asking students about their thought process and integration of
- Ask students to self-assess progress and understanding
- Adjust instruction based on feedback
5. Offer Structured Choice
- Give 2–3 options for how students demonstrate learning
- Allow choice in topics, questions, or formats
6. Reflect and Triage
- After each attempt, ask: What worked? What didn’t?
- Gather student feedback to incorporate student voice into future implementation. Students engage differently when their ideas are heard and implemented.
While project-based, problem-based, and inquiry-based learning share a commitment to active learning, their differences lie in what drives the experience: products, problems, or questions. When used with intention and integrity, these approaches not only support differentiation and formative assessment but also center student voice in powerful ways. By starting small and building gradually, educators can transform their classrooms into dynamic environments where all students—regardless of age—engage on a deeper level, think critically, and take ownership of their learning that demonstrates understanding beyond the classroom.
